Reopening

Reopening includes plans for restarting campus operations including student, faculty, and staff return.

The following considerations must be included, at a minimum:



Capacity

Phasing and quantity of students, faculty, and staff to return to campus, considering factors such as ability to maintain social distance in public spaces and residence halls, testing capabilities, Personal Protective Equipment (PPE) availability, quarantine and isolation capacity, local medical capacity, and availability of safe transportation.

Return to Campus

  • We are implementing a phased return to campus from July 13 through August 24 based on job responsibilities. The Senior leadership will return to campus on August 10.
  • In order to maintain social distancing and align with state and county guidelines, the College has determined that some administrative departments will continue to work remotely through the fall semester.
  • Residential students will reserve a time to drop off belongings to maintain social distancing. We will allow a limited number of families per building per day over a three- week period beginning on August 1. We will accommodate families who, due to distance or other factors, are unable to travel to campus twice in August.
  • Residential students will return to campus in phases from August 10 - August 24. Student leaders will begin to return to campus beginning August 10. New students will arrive on August 21, and the remaining upper-class residential students will return on August 23.

Social Distance

  • A distance of at least six feet is required among individuals while on campus, inclusive of employees and students, to the extent possible and when seated in a classroom or meeting, unless safety or the core activity requires a shorter distance, or individuals are roommates in their assigned room.
  • All College business meetings will be conducted virtually via Zoom.
  • Residence halls are de-densified and will have single or double rooms only; common area capacity will be at required state levels.
  • Only residential students will be allowed in the residence halls after students move in.
  • Classrooms and lecture spaces will be de-densified to allow for 6-foot physical distance between students, as well as with the instructor.
  • In lounge areas, furniture will be either physically distanced or have stickers indicating where students can

  • Dining areas will be de-densified by removing furniture or placing stickers indicating where students can sit. Barriers to maintain distancing and food safety will be installed. The Ward-Haffey Dining Hall will be limited to students, only. Outside eating areas will be increase and tented.
  • Research and general labs will follow NYS Guidance for PPE, distancing, and cleaning/disinfecting spaces and shared.

Capacity Factors

  • PPE is available for all students, employees, laboratories, the Health and Wellness Center, and clinical experiences.
  • We will work with RRH to ensure capacity for testing for students at the College Health and Wellness Center.
  • A tent for initial student assessment will be located outside of the Health and Wellness Center to avoid contamination of the Center and the waiting room. A hospital-grade, negative pressure exam room will also be available in the Health and Wellness Center.
  • Capacity for isolation and quarantine is supported through a partnership with a local hotel with multiple locations if needed.
  • For students who need to isolate or quarantine off campus, safe transportation will be provided with increased cleaning and disinfecting protocols of College vehicles.

PPE

沙巴体育滚球Develop plans for obtaining and providing acceptable face coverings to all employees of the institution. Determine if the institution will be providing face coverings or other PPE to students. Develop requirements about what PPE is required where and when for employees, students, and other individuals.

  • The College will provide all students and employees with two fabric, 4-ply disposable masks will be available for anyone who does not have a mask.
  • Face coverings are required for all students, employees, and invited guests at all times unless employees are alone in their office or students are with their assigned roommate in their residence hall room. In these situations, employees and students must be prepared to don a face covering if someone enters their office or residence hall room.
  • Reminders about face coverings will be posted on exterior doors and appropriate interior doors, including public bathrooms. 

Testing

Plan for screening and diagnostic testing students and faculty for SARS-CoV-2 upon return, especially any individuals with recent international or long-distance travel, particularly from areas with widespread community transmission of the virus. Plans should indicate if individuals will be tested, who will be tested, the frequency of testing, the method of testing, notification of test results, and the process for those arriving to campus untested. Plans may determine whether to quarantine students upon arrival until they receive testing and a negative test result.

  • The College will survey students 14 days before returning to campus for signs, symptoms, exposures, and travel which may warrant further investigation by the College. Testing in their home community may be required in some situations.
  • The College will reinforce the importance of minimizing exposures for the 14 days prior to arrival on campus.
  • The College will survey students again 1-2 days prior to return to campus to ensure those who cannot yet safely return remain at home until cleared for return.
  • Students and employees will be required to report on their health status using The Daily Pass, a mobile website developed by RRH for a daily screening, before coming to campus.
  • Based on the current NY COVID-19 Travel Advisory, employees or students who travel to New York State from one of the restricted states (as determined by NYS as those with significant current community spread of COVID-19) must self-quarantine for two weeks before returning to campus.
  • The College will utilize event testing once students arrive on campus which includes symptomatic testing as needed or exposure testing as directed by the Monroe County Health Department.

Residential Living

沙巴体育滚球Residential living plans should include protocols for capacity limits, enhanced cleaning and disinfection, appropriate social distancing, use of acceptable face coverings in common areas, restrictions on non-essential gatherings and activities, limited access by students to other residential facilities (e.g. dormitories), restrictions of visitors, special housing considerations for students who are immunocompromised or who have an underlying health condition, separate living spaces for persons undergoing isolation or quarantine, and a modified set of rules for students to follow.

沙巴体育滚球We will provide a residential experience that is familiar and engaging, that will reduce risk, encourage social distancing, and minimize opportunities for virus spread in a communal environment by implementing the following protocols:

  • In order to reduce the student density in the residence halls, residential students will only be housed in singles and doubles.
  • Residence hall policies include:
    • Face Coverings: Students will be expected to follow the campus face covering policy in the residence halls. Face coverings are required for all students at all times unless they are in their residence hall room with their assigned roommate only.
    • Student Room Occupancy: Room occupancy will be limited to double the number of students assigned to the room (e.g., a single room can have only 2 students in the room at a given time).
    • Visitors and Guests: Only residential students will be permitted access to the residence halls. In order to identify residential students as welcome residence hall guests, student ID cards will be marked to indicate which residence hall students reside. As students wear their ID visibly on-campus, this will allow students, residential life staff, and security to easily identify those who should not be in the building.
    • Fire Evacuation Protocol: The Office of Residential Life will work with the College fire marshal to plan alternate long-term meeting locations on campus in the event multiple residence halls are evacuated simultaneously.
    • Common Room Occupancy: The occupancy of all common spaces will be updated based on state requirements and permitted occupancy will be posted in a visible location. If lounge space is lost due to occupancy reductions, it is recommended that alternative lounge space be identified and programmed as such.
    • Elevator Access: The elevators in the residence halls are small and access will be limited to students who, due to physical limitations, require elevator access and, in that case, only one at a time.
  • Cleaning protocols unique for the residence hall environment, including community bathrooms, have been developed by the Campus Operations Planning Team to be implemented by Facilities Services and additional contracted services.
  • Residential students will reserve a time to drop off belongings to maintain social distancing. Students and families will be instructed to self-screen for COVID symptoms and wear a face covering while on-campus.
  • Residential Life staff will be familiar with the College reopening plan and trained appropriately to serve as a knowledgeable resource for students and be prepared in the event a student becomes ill or needs assistance.

Operational Activity

Determine how classes, shared spaces, and activities may be adapted in various phases of return and operations (e.g., identify which classes will offer alternate approaches such as A/B schedules or remote instruction; appointment-only use of shared spaces, limiting number of individuals participating in in-person activities at any given time).

Classrooms

  • The College revised the academic calendar to allow for an earlier start, modified weeks, and earlier end to the semester.
  • The College created an inventory of all suitable classroom and learning spaces and has identified the maximum capacity for each space by applying the 6-foot distancing guidelines.
  • Classrooms and lecture spaces were de-densified to allow for 6-foot distancing between students, as well as the instructor.
  • The class schedule was modified to allow for reduced traffic, cleaning time, and travel in between classes.
  • Class planning prioritized face-to-face instruction, created opportunities for students to participate remotely by leveraging technology, and determined which course offerings will be transitioned to a hybrid or online instructional modality. Considerations included student expectations, pedagogical choices, space limitations, and necessary accommodations for students and faculty.
  • The College identified and will provide the technology needed in learning spaces to support in-person and remote learners, as well as faculty engaging in a variety of teaching strategies with multi-modal participation. Equipment will be installed in classrooms over the summer.
  • Faculty interested in using an iPad for instruction can request a device and must complete the professional development activities offered as part of the Fisher Apple Academy.
  • In academic lounge areas, furniture has either been physically distanced or marked to indicate where students can sit while maintaining 6 feet of distance.

Office Areas

  • Administrative functions will operate in accordance with, “Interim Guidance for Office- Based Work during the COVID-19 Public Health Emergency.” All College policies and protocols developed to address COVID-19 apply in office areas.
  • The total number of occupants is limited to no more than 50% of the maximum occupancy at any given time for a particular area as set by the certificate of occupancy.
  • Barriers have been installed in transactional locations.
  • Cleaning and disinfecting protocols have been developed for offices.
  • Departmental and/or building safety plans will be completed by designated individuals in each area that follow College policies and protocols and address occupancy, waiting areas, break rooms, work spaces and technology.
  • In order to maintain social distancing and align with state and county guidelines, the College has determined that some administrative departments will continue to work remotely through the fall semester.
  • Facilities Services will provide all office areas with cleaning supplies and hand sanitizer.

Research

  • Research activities will operate in accordance with, “Interim Guidance for Higher Education Research during the COVID-19 Public Health Emergency.” All College policies and protocols developed to address COVID-19 apply in research areas.
  • Research and general labs will follow NYS Guidance for PPE, distancing, and cleaning/disinfecting spaces and shared materials.
  • Human research subjects must be considered when calculating facility capacity and abide by all distancing, PPE, and other requirements for personnel contained within this guidance.
  • Labs will adhere to hygiene, cleaning, and disinfection requirements from the Centers for Disease Control and Prevention (CDC) and Department of Health (DOH) and maintain logs onsite that document date, time, and scope of cleaning and disinfection. Facilities Services will provide cleaning logs.
  • When cloth, disposable, or homemade face coverings are not acceptable for workplace activities that typically require a higher degree of protection for PPE due to the nature of the work (e.g. if working with flammable materials or chemicals, ensure face coverings are flame-resistant), the appropriate PPE will be provided.
  • The sharing of objects, such as tools, equipment, machinery, touchscreens, and vehicles, as well as the touching of shared surfaces will be limited; or gloves (trade-appropriate or medical) will be worn when in contact with shared objects or frequently touched surfaces will be limited; or, hand hygiene will be required to be performed by individuals before and after contact.

Chapel

  • The Hermance Family Chapel will operate in accordance with, “Interim Guidance for Religious and Funeral Services During the COVID-19 Public Health Emergency.” All College policies and protocols developed to address COVID-19 apply in the chapel.
  • Daily masses are closed to visitors.
  • Sunday morning services are open to the public, provided registration of outside community participation prior to services, following the Diocese recommendations. Community members will be screened for symptoms before participating.
  • The College will limit activities involving singing, e.g., a choir, soloist, cantor, or musical ensemble.
  • Donation plates, if applicable, will be placed in a central location with proper distancing protocols in place.
  • Hymnals and other literature are removed from pews or benches.
  • Service will be adapted so that traditionally required close or proximate contact is controlled in order to minimize contact between individuals.
  • Water will be removed from fonts or other shared water-related service or ceremonial activities.

Food Service

  • Operations of dining halls and other on-campus food services will operate in accordance with, “Interim Guidance for Food Services during the COVID-19 Public Health Emergency.” All College policies and protocols developed to address COVID-19 apply in the food services areas.
  • All food service employees will be provided masks as part of their uniform and will receive training on how to use and wear their mask appropriately.
  • Cleaning and sanitizing protocols have been identified for this area and as well as required physical modifications.
  • The Ward-Haffey Dining Hall will be limited to students only.
  • Extra time will be scheduled between meal periods for cleaning and sanitizing.
  • New technology will allow for online ordering, food pick up, and contactless paying with student meal plans.
  • Cash will not be accepted at food service areas.

Campus Bookstore

  • Campus bookstores and other retail locations will operate in accordance with, “Interim Guidance for Retail Business Activities during the COVID-19 Public Health Emergency.” All College policies and protocols developed to address COVID-19 apply in the College Bookstore, which is managed by Barnes and Noble.
  • Barriers to maintain distancing in transactional areas will be installed.
  • Adherence to hygiene, cleaning, and disinfection requirements from the Centers for Disease Control and Prevention (CDC) and Department of Health (DOH) and maintenance of logs onsite that document date, time, and scope of cleaning and disinfection. Barnes and Noble will provide and maintain cleaning logs.
  • The College provided Barnes and Noble with the NY State Guidelines for Employers and Employees and they will follow all NYS Forward Guidance in operating their facility and supervising their employees.
  • Occupancy in the bookstore will be monitored by bookstore staff, following state guidelines.
  • Use of the bookstore has been closed to the public.

Transportation

  • Transportation services run by the College will operate in accordance with “Interim Guidance for Public Transportation Activities during the COVID-19 Public Health Emergency.” All College policies and protocols developed to address COVID-19 apply with transportation.
  • The student campus shuttle has been suspended until further notice. Students and employees who require an accommodation may contact Campus Safety and Security for assistance.
  • In College vehicles:
    • If there is more than one occupant, face coverings must be worn.
    • Drivers will use outside air ventilation.
    • When the shuttle is used, the side door will be used for riders to enter the shuttle.
    • Plexiglass will be added to vehicles used to transport sick students.

Additional Campus Operations

  • All students and employees will be required to wear their College ID on campus.
  • On-campus gyms and fitness centers must operate in accordance with forthcoming guidance.
  • Intercollegiate athletics competition has been postponed for the fall semester.
  • The Library occupancy was reduced to meet state guidelines, polycarbonate barriers for transactional locations were installed, and walk-up printer use restriction plan is in place.
  • Restroom occupancy has been reduced and signs will be posted.
  • Tents will be placed across campus to provide students additional seating areas and places to enjoy outside.
  • Participation in activities will be limited to the percentages required by the state.
  • The College’s Fire and Life Safety Officer will ensure continuous compliance with all aspects of the College’s reopening plan.

Restart Operations

Implement plans to safely reopen buildings such as cleaning and disinfection, and restarting ventilation, water systems, and other key facility components, as applicable.

  • The College did not shut down water and ventilation systems.
  • Water systems were flushed in July to ensure domestic water quality.
  • Cooling towers have been cleaned and disinfected.
  • All areas will be cleaned and disinfected prior to student, faculty, and staff return.
  • All buildings with centralized ventilation systems contain MERV-13 or MERV-17 filter systems. Systems will be operating continuously, the minimum outside air settings will be increased as much as possible to reduce the amount of air recirculated and still maintain proper temperature control.
  • Bergmann, a national architecture, engineering, and planning firm, is partnering with the New York State Energy Research and Development Authority (NYSERDA) to perform Energy Efficient Indoor Air Quality (IAQ) audits for the College.

Extracurriculars

Institute policies regarding extracurricular programs and which activities will be allowed, considering social distancing and risk of COVID-19 transmission.

  • To ensure that students have access to both formal and informal meeting and event spaces, we will increase outdoor seating for students with additional furniture, tents, outdoor heaters, etc.
  • Club leaders and executive board members will be trained on COVID-19 related policies and procedures.
  • The Office of Student Engagement and Inclusion will provide guidelines for clubs, organizations, and intramurals to safely meet and conduct business.
  • Attendance tracking will be required at all student meetings and events to allow for better contact tracing.
  • The College is recommending virtual volunteering, when possible, through the fall semester. The Service and First Generation Scholars will have reduced required hours and the fall hours will be converted to virtual opportunities.
  • The Office of Student Engagement and Inclusion increased the number of student orientation leaders in order to decrease the size of each orientation group. Training on COVID-19 related policies and procedures will be provided for all orientation We will utilize outdoor spaces as much as possible during orientation.

Vulnerable Populations

沙巴体育滚球Consider vulnerable populations on campus and individuals who may not feel comfortable returning, to allow them to safely participate in educational activities and accommodate their specific circumstances.

  • Students who are unable to return to campus for on-ground and in-person instruction due to COVID-19 can request to continue to learn remotely through this pandemic period using the COVID-19 Student Accommodation Request Form. Any accommodation provided as a result of the COVID-19 pandemic will be in place only for the duration of the pandemic.
  • For employees, the College implemented a COVID-19 Accommodation Request process. Based on CDC guidelines, the parameters will include consideration for those who are at increased risk for severe illness from COVID-19 or have concerns about returning to campus. In addition, individuals who have a member of their household who are at increased risk (per CDC guidelines) may also request through the COVID-19 accommodation process. In accordance with our existing protocols, the Human Resources department will coordinate the accommodation request process.
  • The College will work with individuals on a case-by-case basis who have concerns about returning to campus. The College will put forth best faith efforts to resolve concerns in a solutions-orientated manner, while being mindful of public health guidance and maintaining a quality student experience.

Hygiene, Cleaning, and Disinfection

沙巴体育滚球Establish campus-wide cleaning and disinfection protocols for classrooms, residence halls, restrooms, dining halls, and other facilities. Promote hand and respiratory hygiene among all individuals on campus.

  • Facilities Services shall conduct and log environmental cleaning and disinfecting of public spaces in accordance with all applicable federal, New York state, and local guidance, including but not limited to CDC and NYSDOH hygiene, cleaning, and disinfection requirements.
  • EPA-registered cleaning products and methods for application will be used for cleaning and disinfecting.
  • Cleaning and disinfecting protocols have been developed for all areas of campus, focusing on high use and high touch areas.
  • All classrooms, public areas, and office suites will be supplied with cleaning supplies and hand sanitizer.
  • Classroom protocols have been developed with the expectation of individuals cleaning all work surfaces and equipment before and after use.
  • Educational videos/materials are being developed: mask use, including donning, doffing, and cleaning; the importance of wearing a mask or face covering; social distancing; hand hygiene; respiratory etiquette; and not coming to campus if you don’t feel well.
  • Touchless technology has been added to restrooms and dining halls.
  • Facilities Services will provide and maintain hand hygiene stations, including handwashing with soap, water, and paper towels, as well as alcohol-based hand sanitizer with 60% or more alcohol for areas where handwashing is not feasible.
